Robert Half Management Resources is looking for an experienced VP/Director of Finance to lead the financial operations of one of our governmental clients on an interim basis. In this contract role, you will oversee all financial, accounting, investment, and reporting functions while ensuring compliance with relevant laws and regulations. This position requires a strategic leader who can manage budgeting, forecasting, and financial controls while providing valuable fiscal insights to senior leadership.
Responsibilities:
• Serve as a key member of the executive management team, contributing to strategic planning and organizational decision-making.
• Supervise and mentor finance department staff, including recruitment, training, assignments, and performance evaluations.
• Develop and oversee the citywide annual budget, including revenue forecasting and expense planning.
• Manage city investments, cash flow, and treasury operations to optimize financial performance.
• Act as the primary purchasing agent, ensuring all procurement and contract processes comply with applicable policies and regulations.
• Implement and monitor financial policies, risk management strategies, and internal controls to ensure compliance with standards and laws.
• Prepare detailed financial reports and coordinate external audits to maintain transparency and accountability.
• Direct central accounting operations, including payroll, audits, grants management, and asset tracking.
• Provide expert advice to senior leadership on financial strategies and challenges.
• Oversee utility billing and other financial aspects of city services.
• Master’s degree in accounting, finance, business administration, or a related field.
• A minimum of five years of progressive experience in governmental or municipal finance, with at least three years in a leadership or supervisory capacity.
• Comprehensive understanding of governmental accounting principles, municipal budgeting, and financial systems.
• Proficiency in financial reporting, cash flow forecasting, and budget processes.
• Strong analytical and problem-solving skills, with the ability to prepare detailed reports and provide strategic recommendations.
• Knowledge of GASB standards and statutory financial reporting requirements.
• Proven experience in supervising and managing teams effectively.
• Must be bondable and possess relevant certifications or qualifications preferred for the role.
